How big is the Illinois small business market?

Illinois has about 1.4 million small businesses, and they employ 2.4 million people, or 43.7 percent of the state's private-sector workforce. Those figures come from the SBA Office of Advocacy's 2025 Small Business Profile, which uses 2022 Census data. Small firms make up 99.6 percent of every business in the state.

The headline count hides a split that matters to an MCA buyer. About 1.1 million of those firms have no employees at all. Roughly 253,000 are employers, and that employer group is where most merchant cash advance volume comes from, because a funder needs card sales or steady deposits to buy receivables against.

Churn is high, which keeps demand fresh. Between March 2023 and March 2024, 35,143 Illinois establishments opened and 34,914 closed. Every opening is a business that will soon need inventory, payroll or equipment money before revenue catches up. Every closing is a reminder to underwriters that time in business is a filter worth setting.

Why Chicago's freight and food economy keeps asking for advances

Chicagoland produces MCA demand because its biggest small business sectors are paid slowly or paid daily, and both patterns create cash gaps. The metro is one of the country's main rail and trucking crossroads, and the SBA profile shows it: 210,396 Illinois small businesses sit in transportation and warehousing, the largest category in the state. Most are owner-operators and small fleets.

A small carrier pays for fuel, insurance and repairs this week and waits 30 to 60 days for a broker or shipper to pay the invoice. A sudden repair bill or an insurance renewal is exactly the moment a trucker fills out a funding form. If you fund or broker to carriers, see our notes on trucking MCA leads.

Restaurants are the second engine. Illinois small firms employ 318,909 people in accommodation and food services, nearly two thirds of all jobs in that sector. Chicago operators live on daily card batches, which is the cleanest fit for a split-based advance, and they face sharp seasonal swings: patio revenue in summer, a slow January and February, and big equipment or buildout costs any time of year.

Construction rounds out the urban picture. Small firms hold 81.8 percent of construction jobs in Illinois, and Chicago's short building season means contractors carry payroll and materials through spring before the big draws arrive. Winter is when many of them plan, bid and look for working capital.

Downstate Illinois is a different lead list

Outside the Chicago metro, Illinois looks like a farm-and-factory state, and you should buy it as a separate segment. Rockford, Peoria, the Quad Cities, Springfield, Champaign-Urbana, Bloomington-Normal and the Metro East near St. Louis each have their own mix of manufacturers, ag suppliers, auto shops and family restaurants.

Three things change downstate:

  • Cash flow follows the harvest. Equipment dealers, grain haulers, seed and chemical retailers and rural service businesses see revenue bunch up around planting and the September to November harvest. They look for working capital in the lean stretch before it.
  • Manufacturing suppliers wait on big customers. Illinois small manufacturers employ 239,226 people. Machine shops and fabricators that supply larger plants often carry long receivable cycles.
  • Competition is thinner. The SBA profile counts 124,356 rural Illinois businesses. Rural owners hear from fewer funders, so an aged lead can still answer the phone.

A Chicago lead and a Decatur lead might both show $40,000 a month in deposits, but the owner's story, the seasonality and the right offer are different. Tag the metro in your CRM so your reps can open the call the right way.

Watch the border metros too. The Quad Cities straddle Illinois and Iowa, and the Metro East is part of the St. Louis market, where many owners bank, live or run a second location across the river in Missouri. Missouri has its own commercial financing disclosure law, covered on our Missouri MCA leads page, so confirm which state's rules apply to each deal. Northwest Indiana works the same way for Chicago-area buyers: Gary and Hammond merchants sit in the Chicago commuter belt but on the other side of a state line.

Does Illinois regulate merchant cash advances?

As of 2026, Illinois has no enacted commercial financing disclosure law that covers merchant cash advances, as far as we can verify. That puts it in a different camp from states like New York, California, Kansas and Missouri, which require cost disclosures on many small business financing offers.

That may change. In the 2025-2026 session, House Bill 2595 proposed a Small Business Financing Transparency Act that would add registration for commercial financing providers, standardized disclosures and a state financing database. The bill's official status page shows it re-referred to the Rules Committee, and an earlier Senate bill died at the end of the prior session. Check the Illinois General Assembly site before you rely on the status here.

What already applies in Illinois:

  • Federal calling rules. The TCPA and the federal Do Not Call rules govern how you call and text merchants, including the 8 a.m. to 9 p.m. window in the merchant's local time for telephone solicitations.
  • General contract and fraud law. An MCA is a purchase of future receivables, not a loan, and courts look at how the contract actually works, including reconciliation and recourse terms, when deciding whether that label holds.

This is general information, not legal advice. Confirm current Illinois requirements with counsel before you change your contracts or calling process.

A buying plan for Illinois MCA leads

Start with two campaigns, one for the Chicago metro and one for the rest of the state, so you can compare cost per funded deal by region. Here is a setup that fits the Illinois market:

  1. Set a revenue floor that matches your paper. For example, you might ask for $15,000 or more in monthly deposits on Chicago restaurants and trades. Downstate shops may run leaner, so test a lower floor there if your underwriting allows it.
  2. Require time in business. With openings and closings nearly equal statewide, a six or twelve month minimum filters out the newest storefronts.
  3. Pick industries on purpose. Trucking, restaurants, construction, auto repair and wholesale distributors are the core. Add construction if you have appetite for seasonal deposits.
  4. Call fast on real-time leads. Chicago merchants are shopped by many funders. Real-time exclusive leads are delivered the moment the owner submits, and the first useful call usually wins the conversation.
  5. Use aged leads for downstate depth. Aged MCA leads cost less per record and fit a patient dialing or texting cadence in less contested markets.
  6. Add live transfers for closers. If your best reps would rather talk than dial, live transfers put an Illinois merchant on the line with them.

Everything runs on Central time, so a 9 a.m. to 6 p.m. Central calling block reaches the whole state. Start with a small test order, measure funded deals, and scale the region that pays.

FAQ

Questions buyers ask

Are Illinois MCA leads exclusive?

Real-time leads from LoanLeads.io are sold as exclusive leads, delivered the moment an Illinois merchant submits a funding request. Aged leads are older inquiries sold at a lower price per record, and they are not positioned as exclusive. Live transfers connect one merchant to one buyer on a call. Ask for the exact terms of each campaign before you order.

Can I buy only Chicago-area MCA leads?

Yes. Geography is one of the filters you can set, so you can limit a campaign to the Chicago metro, including suburban Cook, DuPage, Lake, Will and Kane counties, or exclude it. Many Illinois buyers run Chicagoland and downstate as separate campaigns so they can compare funded-deal costs by region before shifting budget.

Which Illinois industries produce the most MCA demand?

Trucking and logistics, restaurants, construction, auto repair, wholesale distribution and small manufacturers. The SBA's 2025 profile shows transportation and warehousing as the largest small business category in Illinois by firm count, and small firms hold most restaurant and construction jobs. Those are sectors with daily card sales or slow-paying invoices.

Does Illinois require MCA cost disclosures?

Not as of 2026, as far as we can verify. A bill called the Small Business Financing Transparency Act was introduced in the 2025-2026 session but was sent back to the Rules Committee. Federal rules such as the TCPA still apply to how you contact merchants. Confirm the current status with counsel before relying on this.

What time zone should I call Illinois merchants in?

Illinois is entirely on Central time. Federal TCPA rules limit telephone solicitations to 8 a.m. through 9 p.m. in the recipient's local time, so plan your dialer around Central hours. Restaurant owners are hardest to reach at lunch and dinner service, so mid-morning and mid-afternoon often work better for that segment.

Are aged leads worth buying for Illinois?

They can be, especially downstate where fewer funders compete. One LoanLeads.io client, an MCA funder, funded five deals from a single aged-lead order, including a $600,000 deal, and said, "Yeah, I'm really impressed with the aged." Results vary by buyer, so start with a test order and track funded deals.

How are Illinois leads delivered?

Leads post in real time to your CRM through an API, webhook or posting URL, or arrive by email if you prefer. You choose the fields you need, such as monthly revenue, time in business, industry, credit range and requested amount, and your reps can work the lead within seconds of the merchant submitting.
